Other developers initially start with a high overall offer for a piece of land to get the land owner interested & tied in to the land sale with complex details / clauses. This will then gradually decrease due to higher pre development on costs than was expected & other red tape reasons etc. This is the reason why very few end up with anything like the values first offered & actually end up with a lot less than what the actual asset is really worth. Then only to find the developer has managed to gain additional plots at the land owner loss.
